i dont understand what particle change in game, is that effect ? what is that ? i know what is particle on my language but i dont understand what is "particle" in game ?
Basicly they are effects. Examples would be muzzleflash or spawn effects. You can start the cinematic editor and play with the particle emitter if you want to see exactly what they are

Things like the Lurk's cloud are particles, as our bullet hits and so on.
Particles are things like explosions, flames, mists, sprays, splashes, etc. etc - some heavy combat produces tons of them. The LOW option just makes them a bit blurrier - but they are much faster. So if you experience heavy slow downs in combat with HIGH quality, just turn it to LOW and it should be better. The visual difference is barely noticeable, but the frame rate difference can be dramatic in heavy combat.
Personally, I don't get any performance improvement at all when turning those low. Actually it feels like the game gets even slower that way as soon as you have two guys with flamethrowers firing at the same time.

For your machine, two guys with flamethrowers may not be sufficient to notice the difference. And it's even possible that it gets a little bit slower (hopefully not much). It really depends on the combat scenario and your machine. Performance is usually a complex trade off, and you just hope you make the right one and give people options. So maybe for you keeping it at high is the way to go, but try it at low in a real game and see how it is.
