Can't start Launchpad sdk using steam

In the beta, I could press launch on NS2 and it would come up with options to launch the SDK or the game itself.
Now when I double click NS2, it automatically launches the game instead.
I've looked in all settings, and have even reinstalled and the SDK option is nowhere to be found.
I also tried looking around the forums and there is no mention of this.
