    Afaik it does not cancel the beacon. It only delays it for the duration of the Vortex.

    Even if it does cancel the beacon. The commander shouldn't get his res back. Makes no sense. This isn't hippy oh my beacon got thwarted so give me back my res so I can spend it on something else time.
