BIOS: Award Modular BIOS v6.00PG
Processor: Intel(R) Core(TM) i5 CPU 750 @ 2.67GHz (4 CPUs), ~2.8GHz
Memory: 4096MB RAM
Operating System: Windows 7 64-bit
Card name: ATI Radeon HD 4800 Series

Usually in NS2 I get 40-70 fps in the menu but when I enter the game I get around 30 fps even if I do overclock. Can I please get some help? Thanks.

Honestly, both your CPU and your GPU are a bit weak for the game in it's current state. Other than turning everything to minimum there really isn't anything you can do unless you upgrade. Your system is just showing it's age unfortunately.

The main thing that seems to increase performance right now is High clock. People with 4GHZ or more seem to get better performance, because of how to game was designed. So the best bang for the buck would be to OC your CPU.

$360 and that will get you pretty much where you need to be. The only other part is picking out your new video card. I like to use this site for picking things out: http://www.videocardbenchmark.net/high_end_gpus.html but I'd recommend a GTX 660 Ti to you if you can swing that much. The key thing to remember is that the CPU is far more important than the video card for this game, so you could always grab the video card later if performance still isn't where you'd like it.

Another thing to keep in mind is CPU cooling if you want to do some heavy overclocking. I have my i5-2500k at 4.5GHz, but I had to buy a Corsair H100 to keep the temps down at that speed.

I thought I did overclock though.

You need to be over 4Ghz.

Luckily for you, the i5-750 easily overclocks to 3.8 Ghz on air. You can push it even more to 4.2 Ghz. I have an i5-750 and am currently pushing it to 4.14 Ghz. I was on 4.2 Ghz, but I was a little unstable.

You'll need a decent motherboard, a *good* power supply (Antec, Corsair and Seasonic jump first in my mind -- 500w+) and a good CPU cooler.

    here buddy
    http://www.overclock.net/t/605848/i5-i7-lga-1156-overclocking-guide-to-4ghz

if you dont have an ocn account, just go and create one. you can post your specs and ask for help or create your own thread. good communuty there ppl will help you to overclock.

I think what you need is:
    1. buy a budget cpu cooler if you still dont have and and oc the shit out of that cpu.
my suggestion is sunbeam core contact freezer. its very cheap and I am using one right now to overclock 2500k to 4.5 ghz. 65c max tempreture.

    2. if you can afford, look for used gpu's at ebay.
gtx 570 1280mb , amd hd 6950 2gb, amd hd 5870 2gb. these cards are going cheap and will do the job.

I can write some more suggestions but I don't know the exact model of your motherboard and psu or what resolution you play on.
Before considering upgrading, just try to get more out of your current hardware. you don't need to spend hundreds of $ to play this game, if your mobo is capable of overclocking I think you can play the game smoothly with only upgrading your gpu. If this fails, you can always replace current i5 cpu with i5 2500 or 2600.they all same lga cpu's anyway.

As people have already stated, you should OC your CPU, but a new GPU wouldn't hurt either (Your current GPU would most likely bottleneck your CPU if you OC the CPU to 4.0GHz, if it doesn't already). I've got my i5 750 @ 4.0 with two 5850s in CF, the CPU is the bottlenecking, but with a small margin. I get 60-100 fps in the latest build, everything max/on except shadows @ 1920x1200; sadly shadows are broken with the current AMD application profile.

A new cooler for your CPU and a used GPU from the 6000 series would be a 'cheap' upgrade. It all depends on how high fidelity you want to play your games at. I'm feeling like buying a new rig myself, although I will probably be holding off until the next gen.
