Re-Install on 240 Results in Version 228 download (Steam downloaded v.228)

So I decided to reinstall NS2 for poops and giggles and after the install.. My Graphics menu is missing all of the new features options. (Decal slider is gone etc) The game also refuses to close propperly.
Verifying my cache as I type, don't know how this is happening. The menu background is the new 240 space ship.
Hope I don't have to re-download again.
I also can't take any screenshots as they all come out black.
In the console it says Menu Loaded version 228
*Edit* I've deleted the game again from steam and this time also deleted the folder from Steam to make sure it is gone. Going to have to redownload and hope it works, as verifying the cache passed and didn't fix the issue.
*Edit* Ok I've tried everything except re-installing Steam, which I am doing now. UWE either Valve messed up the patch or something is wrong with NS2. For clarity, I downloaded the patch just fine on my 239 build.

When 239 came out, i had some mods activated and they screwed my game (it was saying i had version 235 or something, some options where missing like the microphone ones). Turning them off fixed everything for me
