"Couldn't initialize the render device"

The game tries to load, and I get this message every time. I read the thread about replacing the d3dx file, tried replacing it with every version I could find, and still no luck. Reinstalled directX about 10 times. I've also restarted both steam and my computer, and verified the game files. I played NS2 pretty successfully for a while, though it stopped working a couple months ago. I never got those old problems figured out, but I figured an update would be a fresh start for my computer. I guess not...

Any suggestions?
