forwarded ports to 27015 and 27016, why can't i host? Everyone gets server not responding. Do mods mess this up?

Check to see if those ports are open via something like
http://www.canyouseeme.org/
.
Even if you forward the ports on your router, there can still be other software/hardware blocking the ports (like a firewall, modem, something on your ISPs end, etc).
