Low quality Resolution / Textures / Fonts

Recently I've been experiencing a odd issue with my textures / font / resolution.
Prior to the issue, I had been experiencing some weird rendering issues for the past few patches. This ranged from textures not loading properly for several minutes and not appearing properly. After a few minutes they would load and everything would be fine.
My recent issue causes textures and font to appear incredibly blurry. Despite being at 1080P resolution, with full texture details.
I've tried verifying the cache, reseting my resolution and messing around with other details.. but no luck. It's also strange because some textures/font look entirely fine, some examples in my screenshots will show this.
Any suggestions? (Make sure to zoom in to see the issues.)

I had wondered if my GPU was failing. However, I'm not having any issues in other games.

Every time you ask for troubleshooting without providing system info, ATI adds a rendering bug for an upcoming game.
