I don't know about any blacklist but you can check players Steam ID's out here and see if they have any previous VAC bans or Trade Bans. Won't stop inject hacks though.
Better NS2 can check for VAC bans of players caught in any game on player connect. You really shouldn't crawl that site for a list of players. It's never final as bans are not only added, they're continuously removed as well in cases of accidental bans, which do happen and are not extremely rare.
Here's a listing for those vac banned across different games. They may not have NS2, but it wouldn't hurt to pre-emptively ban such scum.
I'm surprised that UWE doesn't just revoke their NS2 licenses and be done with it.

also i can personally say that VAC didn't do shit about memory editing in Brink, Killing Floor, Natural Selection 1, Zombie Panic, probably others I can't be bothered to think of now.

I dunno if the server / VAC just does a quick MD5 or similar checksum against client files to verify integrity...
