When I refresh with the filter COMPLETELY clean, I don't get some of the servers I should definitely be seeing. For example, I know there are 2 TBG servers online and confirmed yet I see only 1.
Why am I limited to seeing only a few NS2 servers and not everything?
Not just you, that was happening to me awhile back. It went away after awhile, but I've had to uninstall/reinstall the game a few times to get rid of weird server bugs (not being able to connect, not seeing servers, mod errors, etc). That may have been what fixed it but I can't remember
Sometimes it can be incomplete. I imagine the browser grabs a list or registered NS2 servers from a UWE server, then the browser iterates through the list of registered servers sending them a "greeting" to establish that they are online and get various info like player counts, ping, etc. If the server does not respond for whatever reason (within a small amount of time), it wont show up on your list. Could be internet routing issue, could be server under heavy load and doesn't respond in time... Firewall issues... Mod issues...

the browser can flood some routers/modems.. so you can try lowering steam's server refresh rate in steam settings, from 1000 /sec to something like 500.
A common symptom of this flooding is not being able to connect to a server just after refreshing (because the network has been flooded, and is therefore unable to connect for a few moments)
