Warning for servers suffering bad ticrate/performance issues

I can't say the number of times i've seen rookies hop into servers with bad specs, memory leaks, or general performance issues and assume the game itself always lags bad.
I suggest some sort of tracker in ns2 that checks a servers performance and if it has been bad recently give a warning to anybody joining that they must click agree to before being allowed to join the failing server.
Something along the lines of "WARNING: This server has shown poor performance and is not properly outfitted to run natural selection 2, you may experience severe lag and rubber-banding should you continue joining"
This should also make well-specced servers more popular and poor-specced servers considerably less, and at least imho, make the game better for most people overall.
PS: I don't mean if a server ever drops below 50% instantly display this warning, I mean that if a server, over a multi-hour period, has shown that it cannot sustain its playercount at a decent ticrate, this warning should appear.
