Why is rookie friendly the default for servers?

I didn't notice this before. Shouldn't promising to make an extra effort to invite, help out and create a good environment for rookies be something a community opts in to, or it becomes meaningless anyway? The amount of rookie server seems disproportionately high now that the UWE servers are gone (which oddly wasn't rookie friendly), it being the default setting is most probably why.
Yes, I know you, yes you who were just about to reply it's not because it's default you choose to keep it, did so, but this isn't about you. This is about the admins that doesn't read the forums, check their settings, know what they mean or know the community. That means most admins. Default settings are for meant for them, and I'm not sure rookie friendly is appropriate for all those servers.
