How does p-res work in 250?

I don't understand why:
- I join at the start of the game.
- Don't spend any p-res.
- People on my team are able to go fade *minutes* before me.
It's not kill based as far as I can tell, and it's not being dead (at least according to the patch notes). Are skulk upgrades in fact costing res or something? What's going on here?
