When vortex is used on a phase gate, it would allow aliens and humans to travel through it, but take 20 damage.
This could be useful for running fades, or cutting off marine mobility after they call a distress beacon (They can't immediately phase to other areas of the map, at least not without taking damage.)
It probably wouldn't be used very often, but could be used effectively by smart players, and would give a small reason to research Vortex.
