Norton Causes Network Lag?!?!

<div class="IPBDescription">I HAVE A SCREENSHOT!!!</div> well, as you may have seen my posts before, every once in a while pings jump to about 3k for about half a minute... I tried disabling norton on the server durring a phat spike, and look what happened! (nobody left or joined durring the spike) 6 players, my connection can handle up to 10. I know it doesn't make sense, but it appears as if norton was somehow making me upload more, perhaps sending requests to symantec?!?!?!?!
If you'll notice in the screens how much smoother the upload is without norton with the same amout of players, and no programs running...
