Changing settings without launching game

So I tried running the game using opelGL by selecting it in the graphics options, but running the game with openGL makes it crash and so I am unable to launch the game and more importantly change back to DX9. Does anyone know if the game has somesort of user.ini equivalent that I could edit to change the settings w/out launching the game?

Had to do the same thing.

AppData\Roaming\Natural Selection 2\system_options.xml

Inside that file you can set render device.
<device>D3D9</device> for DX9.
