Alt-tabbing out of the game minimizes when in Windowed Fullscreen

I wonder why this was changed. I really liked a lot to be able to alt-tab out of the game but leave it in the background so I could just check something else while it loads a map or while I'm spectating/waiting for something. I can no longer use that excellent Windows 7 feature which allows me to peek windows without clicking them by simply placing the mouse over the application thumbnail in the taskbar.

This also mutes the game, so I have no idea if someone is talking/chatting with me, or if the match is starting, or whatever. Sometimes I don't want to be 100% focused on the game, you see, but I don't want to have it running and be completely unaware of what's happening there.

Please bring that back for Windowed Fullscreen at least.
