Black armor available to everyone now?

I just updated NS2 and saw that besides the Skins i got with the shadow badge i also now got the black marine skin. Is this supposed to be? Shouldn't this stay exclusive to people who preordered way back?

oh right forgot to mention, the black armor is bugged rn

If you reload with black armor your characters chest comes out, and everytime it fires the rib cage contracts

Happens with all skins, and it's reported.
