Couldn't Initialize Render Device

I've just recently downloaded this from steam. Upon trying to start the game I receive "Fatal Error - Couldn't Initialize Render Device".
I've had a look through the forums and tried fixes from: Deleting the 4920 folder, turning off the Steam Cloud option, verifying integrity of game cache and installing DX from the redis folder (I was going to try change the DX that is running to DX9 in the .xml file but there was nothing to change).
Yet this seems to have been for naught as I still receive the error upon start up.
I have attached the zip file as instructed in the How To thread.
