I think he's irritated about skulk wallflower syndrome. People who think skulks are supposed to wait in one spot until a Marine passes them, waiting 15 minutes for the perfect kill. They remind me of funnel spiders. Personally, I think skulks are supposed to behave more like a jungle cat- always moving, stalking, and attacking from an unseen direction. They're both ambush predators, but one is proactive. What's better for the team: skulk who goes 20 kills 10 deaths, or a skulk who goes 5 kills and 1 death in an entire game?
Just like a guy sitting in base an entire game, a skulk who isn't attacking is costing the team firepower and map control.

I've never seen a marine win there.
But he is right with one point: you don't lose res while dead! skulks are way to passive most of the time. (on all maps!)
