I don't know how many people search for game at some moment but devs probably have some telemetry. There's a bunch of empty servers and no one wants to join them of course, so we have a loop — no people playing ⇒ no one joins ⇒ no one plays. A lobby chat or something may be good but what about simple stats? For example, people who are waiting on the server list screen are grouped by country (I think it should be the main criteria, for a good teamplay you should use your mic and it's more effective when you're playing with people speaking your language) and shown as numbers and flags. So we know that there are 20 French, 15 Americans, 17 Russians etc. at the moment. Then we can join some empty server that has our country tag in the title and be sure that more people will arrive soon. Maybe some kind or unobtrusive indication could be done so people can mark what server they want to join and see which others marked to prevent scattering.
I'm writing this because yesterday I played on Moscow server and there were about 6 of them overall, two were like 19/20 and 20/20 and other four were completely empty. It's easy to imagine people being reluctant to join any of those empty servers and being unable to join any of two full servers and what if there are many of them but they don't know about each other? I also think that large servers have contributed to low player retention. Greens first play the game, and most of what they see is 24-player servers (though admittedly during free weekends a lot of official servers are played as well). So they join-up, thinking that the high player count is the norm. Naturally, being new to the game, they are turned off by the insanity of players everywhere and, likely, dying all of the time. So they rage quit for good.
