DirectX Error missing XINPUT9_1_0.dll

After that major engine update; I have been getting this error.
This file is no longer a part of the standard distribution of DirectX. Reinstalling using the DirectX redist doesn't fix this problem. Copying XINPUT9_1_0.dll from older operating systems does nothing to cause a whole other 32/64 bit problem.
NS2.exe won't even create the default configuration files in %APPDATA% so I can change the rendering engine.
The game was working fine before and all of my DirextX11 games work besides NS2.
There doesn't seem to be any kind of "master configuration" where the user config is sourced from that I can edit in the install directory.(which is kind of odd)

I would also verify your install of ns2/do a fresh install using teh instructions ate the top of this fiorum. Generally a random missing dll that seems to only be missing for you is a problem that can be solved by doing one of the above two options.
My instructions work. XINPUT9_1_0.dll is NOT DISTRIBUTED WITH DIRECT X (after 2009) and is not guaranteed to be distributed in Windows after Vista.(because it is deprecated)
The UI engine NS2 uses (called Awesomium) introduced this dependency and is a known bug.
Thankyou Lastbacon! I recently lost my XP System folders (bad block on hard drive) and lost this file. Too bad UWE isn't paying attention to old/artifact dependencies in their code.
