[D3D11] Windows key or Alt+Tab = 2 FPS

if anytime during the game i press either the Windows key or the Alt+Tab key combination, the game doesn't minimize as it should, and the framerate drops down to 2 FPS.
the only way to get it back to normal is by pressing Alt+Tab again. while it's 2 FPS, the windows mouse cursor shows up in the foreground (upper-left corner of the screen).

I assume you are using dx11 windowed?
Never had a problem with it

edit: on second thought, given that the cursor is still in the foreground when this happens, i bet its just the window not being focused on. Can u confirm? (also, 2 monitors or just 1?)

Recently NVIDIA put out SHADOWPLAY with their latest NVIDIA EXPERIENCE. For those interested, this is what it is
Now this may or may not have been present before Shadowplay even existed... Up until now, I have always ran my NS2 on FULLSCREEN WINDOWED because I ALT-TAB A LOT, and the Fullscreen Windowed allowed it to run smoothly in the background.
Now Shadowplay only works when your game is in FULLSCREEN, so I'm...sorta FORCED to choose between playing in FULLSCREEN , or Play in FULLSCREEN WINDOWED without Shadowplay.
The only workaround I've found, is to NOT ALT TAB IN FULLSCREEN, but if you must, press ALT-ENTER to switch it to FULLSCREEN WINDOWED before alt-tabbing.
But if you do manage to ALT-TAB When you're in fullscreen, you will experience what you are describing above. At this point, all I do is bring up the Task manager on my other monitor (someone mentioned multiple monitors on this post), click on the NS2.EXE process, and hit SWITCH TO... It should restore it's original smoothness, ...and give you a harsh lesson in ALT-TABBING in FULLSCREEN .
It sucks, I know, but until it's fixed, ya gotta make due.

That's a great tip to force a specific monitor to focus
When this happens, the windows cursor appears but clicking anywhere doesnt do a thing, its not minimized like @radionaut explained. Also the game is not focused, you cant open console during the time etc, the game just fills the screen and doesnt allow you to do anything

I'll make a report about the issue but i'm not sure there's enough information to go on to fix it.
