Different mouse sensitivities for horizontal and vertical axes(planes)

Is there some way to set the vertical mouse sensitivity to be different(higher) from the horizontal sensitivity? If there is not I would like to petition for allowing this, as I find that most typical mouse setups allow for a much broader range of motion left/right (horizontal axis in game) then for up/down which tends to be a lot more cramped.

I know Logitech and Razer drivers allow this. Maybe there's a program out there for more generic mice.

Buy a fancy mouse , like a Logitech one with Logitech Gaming Software, or there's probably some software out there to do it.
