Options Menu Broken

Hey all, I've been a long time NS2 fan and I love the game but lately I have been having an issue with the game. Whenever I go into the options menu, the apply key does nothing and I cannot exit out of the menu until I restart the game. None of the options can be changed, and I have tried many of the common fixes proposed on this forum. Deleting the cache and verifying it through steam, completely uninstalling NS2 and wiping all traces of it from my computer and then reinstalling, and rolling back my graphics drivers. None of them fixed the issue, and it is starting to get rather frustrating. Any help would be greatly appreciated.
