There's two subjects there you're speaking about. Properly functioning vanilla reserved slot system and integration into steam UI.
The first could be addressed by either Sewlek or Samus, but the steam UI, as you guessed, would probably have to be done by an engine programmer.. I do not know for sure.
I would assume the first would be easy to accomplish... but i would not hold my breath for the 2nd feature, given how engine issues such as Linux being almost entirely unplayable have gone without being addressed for over 4 patches now. (not saying it won't happen, but the likelihood when up against other major engine issues is pretty low, even if an engine dev were to work on NS2.)
