Announcement screen overlapping settings

Hey there,
A friend of mine is having problems with his game. When he starts the game and goes to his settings menu, he can't change anything without the forums opening. It seems that his announcement screen is still there, and having a higher priority then the settings screen. I tried looking around but found no posts that refer to the same problem.
Can someone help us? (I'am doing this in his place because he doesn't have a forum account, and he doesn't 'care' anymore, which is a shame
