Intermittent Lag Spikes (Ping shoots to ~500)

Hi Guys,
I just recently started playing again and have been encountering an issue I have never seen before. Randomly during games my ping will shoot to around 350-500 ms and basically render the game unplayable. It tends to last around 10-20 seconds at which point it will fall back down to it's normal.
Running tests to pingtest.com and pinging my router show normal values during this time. Attached is a log of when it started happening. I let it run for around 10 seconds during the issue and then quit out.

Perhaps you use a onboard nic and the cpu is maxing out, forcing the nic to not keep up?. (onboard uses cpu)
