Within the game icon I get the gold badge, but the shoulder emblem does not appear in the marine,

You should have been given a CD key to activate on Steam. Have you done that? If so, have you checked your options menu? You should see an option for "Shoulder Pad" under the general tab of the options menu. You can toggle it on/off there.

Here's a picture. Yours should say the same "Reinforced"

If the option of shoulder pad appears to me, in general options, but will not let me change it. One is the option "none".

Go at your steam library rightclick at ns2 ->properties -> dlc and check if there are any.

If there shouldn't be any you haven't used your shoulder pad steam key yet. In that case try to find the reinforcement email to get your key

Make sure to check that you activated the CD key on Steam. You will need to do that in order for it all to work.
