I've been able to launch the game a few time but it's completely random.
Sometimes it lauch at first try, but most of the time I can try ten time in a row and it stills send me back to windows.
Not sure if it was manually changing D3D (switching back and forth from 9 to 11 back to 9) or if it was having to manually adjust screen resolution settings.
Kind of a bitter taste to start a game for the very first time and finding that it doesn't work. Red Orchestra was the other game that I've had the same problem with recently, thank goodness it was free.
Found a solution for this when i formatted whole pc and made new install of NS2. Problems still remained. It started to seems like that steam cloud had invalid data stored so I;
-disabled steam cloud sync for NS2
-deleted C:\Program Files (x86)\Steam\userdata\xxxxxxx\4920 folder
-restarted steam
-started game
-quit game
-enabled steam sync for NS2
-started game when steam asked nether download or upload data to/from steam cloud. I chose upload
-and that was it
Sadly my name shows now green (noob) again but atleast got this problem solved. hope this helps other ppl too

Cloud syncing should be irrelevant in this case.
