Cant upload mod via launchpad anymore

Like the title say i cant upload mods anymore.

If i click on publish a new testmod for example, launchpad says: "Publish was succesfull" but it doesnt upload the files.
In the workshop this testmod has 10mb, wich cant be cause no uploads as i mentioned before.

Following didnt help so far:
- Complete reinstall of steam (deinstalled before with revouninstaller and cleaning the registry with ccleaner)
- Deleting the NS2 folder in %appdata%
- New windows profile
- Changing the download location inside steam
- New firewall rules for ns2.exe and launchpad.exe

@SgtBarlow‌ had this issue with his Veil5 upload. I don't know what he did to solve it.

We have had similar issues previously with the workshop, and the cause has varied from slow updates (eventually updating hours or a day or so after publish), to steam issues.

Its steam! I had this before with my crosshair or riffle mod. Extremely annoying!

Thinking what I did.....
* I definitely closed steam and launchpad. Needless to say you tried this.
* I changed different stuff in my local source to upload, including the description and preview files.
* Edited the mod on workshop side with its description etc.
* Messed with the steam syn option. (on/off)
* retry retry retry, often after any change.
* Completely copied a different mod into the directory to try if uploading that mattered. (aka, break it more if 'lucky')
* Swap steam servers/language.

Thats what I remember I did.. In the end I think I just got lucky as it suddenly worked. I would definitely blame steam.

Finally it worked again after i deleted the firewall rule again and set the firewall in learning mode.
Really strange and annoying bug.
