Could it be that the skins Reinforced and Kodiak drop FPS tremendously or am I just paranoid? I just been on a rookie server where everyone had normal skin. My FPS was better by 20...
Also I'm not able to play properly since Reinforced patch

THIS, this is your problem:
Card name: Intel(R) HD Graphics 4400
You have a i7, a crapload of memory, windows 7 64b.. but you use a integrated chip for graphics. Waste of good computer power.
Get a dedicated GOOD video card.

I have 2 graphics card: Nvidia Geforce GT 750M and the Intel HD Graphics 4400, that comes along with it. It's called Optimus by Nvidia.
What graphic card to be used can be set in the Nvidia settings. Ofc NS2 is set to the Geforce card.
Ensure the latest gpu drivers are installed because dxdiag isn't reporting any.
I just installed the newest 750M driver from the Nvidia page. This was not so easy as the driver didn't recognize any graphic card at all first. I had to manipulate the driver .inf file by
adding my hardware id beneath the other 750M listed. Seems like Nvidia wants laptop users to use the old drivers from Acer / Dell / etc.
I've played a couple of games just now and it seems to be working somewhat. It stayed at +-60 fps.
I gotta check tonight when all the skin-wearers come online. I still beliefe that it causes my issues or some sort of bad initalization.
Reporting back.
I was able to play yesterday night without any problem. I hope this issue doesn't reoccurre.
@DC_Darkling Yes, I installed that one 337.88 driver with the manipulated .inf file. It didn't recognize my graphic card otherwise. That often happens with laptop graphic cards.
You know, the hardware id of every compatible graphic card needs to be listed in the .inf file and Nvidia only keeps those updated that have been purchased directly from Nvidia. A lot of time manufacturers use customized drivers. They may not be the latest, but only ones that work, if you don't manipulate the id into it manually. You're on laptop manufacturer mercy for updated driver.

There's also some great sites out there that make proprietary mobile GPU drivers.. i've used them in the past with mixed success. But they always seem better than what a hardware /laptop distributor could provide lol.

It needs 'more' after reinforced due to skins
Is there a way to force default skin (or replace the skins with default one) ?
What does r_stats or profile say?
low and even lower throughout the game and every following game and map. I can't find out why?!?

Your techsupport.zip file would be useful

NS2 is definitely using your 750.. And while it's the bottom of the mid range line, it should be plenty fine.
Are you familiar with running a plog?
But this is mighty odd!
Windows should have better info in regards on your vidcard then ns2. I would definately check that out, regardless what ns2 says.
NS2 is indeed running on the 750M, I checked with the Optimus tools.
no, whats that?

As for 750m.. WUT? Its a 750, its not that old.
It says the driver supports a GT 750M fine:
