Weird Issues Using Filters

Hey everybody,
I have come acrossed an issue for awhile using the filter for all of Half Life, CS, DoD, TFC, and NS. It's weird. When I first click Internet game, the window pops up for what IP it's trying to connect to.
First it: Attempts connecting to 198.74.32.52:27010
When that fails, it retry's that connection. After the retry, it attempts connecting to 198.74.32.53:27010. This takes about 15 seconds to do, not too bad... although I wish I didn't have to wait.
Then I choose to use filters, setup my filter and all that, and click update. At the bottom it repeats the same process, it tries the .32.52 IP First, then retries it, then goes to .32.53. When it goes to the second IP, it totally disregards all kinds of filters, and begins to pick up EVERY SINGLE HL Server... and on a 56k, and you get above 30000, you kinda want to either destroy the game or kill someone, your choice.
Any ideas how I can set the .53 IP to be the first IP it tries?

This is your problem. Lots of people are having this problem.
To fix, all you have to do is, restart HL/CS retail. Then try again and again until it does not take that 15 or so seconds to connect. (I have Cable internet so I don't know how long it usually takes before a 56k connects to VALVe)
