The map is setup correctly, the armory is a bit outside the room so it touches both location entities. It's a code problem that happens when a building is covered in 2 location entities (happens in other maps), apparently the code checks for any area with a power node and stops at the first one it finds (by closest distance to the power node).
I'm looking into a simple code fix and if I find one I'll include it in NS2+ and suggest it for inclusion in 268.
The issue is actually much funnier, turns out the location entities are not exactly the same size as they show in the editor and they are made slightly bigger, so in reality they are overlapping. I have published the fix in NS2+ right now.
Build the Power Node before the Armory. Okay, it's out of subject...
No it does not work. Structures in that spot is not powered by the System Waypointing power node.

Well Mendasp is on it. In the meantime, make sure when you're placing a structure, that the lightning bolt is pointing towards the power node of the room you want to place it in.
