Entire Mod History Redownloads

I don't know what the heck is going on, but every time I load a server on NS2, it redownloads my entire mod history for this game. All the old game modes and appearance modifications I used to have are redownloaded and set to active, even though I've deactivated them, unsubscribed from the workshop, and deleted the Workshop folder in appdata. I've even disabled Cloud Sync.

I even reinstalled the entire game, and it seemed to work until I tried to join a server, when it--once again--redownloaded every single mod I have tried out otherwise used in this game.

What gives? How the hell do I fix this?

Open Steam/userdata/youruserid/4920/remote/options.xml and make sure nothing is active in <active_mods></active_mods>

Does this mean I can't download any mods again, ever? Because I reactivated the mods I'm subscribed to and it redownloads everything again.

Did you try what I suggested? It probably thinks you have active mods in the options file

Yeah I tried what you said. I deleted all the mod file numbers so it jsut said <activemods></activemods>, then restarted the game, and none of the mods are active. Maybe it's the server in that case, but I'm not redownloading the mods any more. Thanks!
