In-Game Server Browser does not work :(

As stated in title.

I have tried a lot of stuff, checked to make sure the game is allowed in my firewall and tried disabling my firewall.
Tried the creating a game method and then checking server browser from there. This has worked, but only occasionally and it only shows a FEW servers, when there should be way more (Considering I have it set to show empty AND full servers)
Tried deleting all stuff in the NS2 folder in Appdata, then verifying game cache on steam.
Tried uninstalling/reinstalling the game entirely (did a registry clean after uninstall).
The problem still persists :(

I never used to have this issue when I was on Windows 7 Pro.
I recently built myself a new system and installed Windows 8.1 Pro based on a recommendation that SSDs run quicker on it.
And tbh I have noticed faster load times: I am almost ALWAYS first (if not first then second) in-game between map changes on USA servers (I'm in Australia), so I get to pick which team I want to be on :D

Can anyone help me fix this problem?

I have a temporary solution: Using ns2serverbrowser-1.0alpha6 (pretty sure not all the servers are showing on this program either) ... Or googling the server and joining via the console with it's IP.
But doing this is a pain -_-

    Please include your techsupport zip file by running "techsupport.exe" located in your NS2 install directory, and then uploading the zipfile it makes here.
    This will include logs, errors and detailed hardware info for us to analyze.

    Could you provide a screenshot (f12 by default) of what your server browser looks like?
    Also what are your network details? ISP and router etc

    What comes to mind:
    a) Play with all filters in the server browser, check, uncheck, move sliders. Then set a setting that allows all.
    b) Setting Steam > Settings > Ingame > Max. Server Ping > 250 (try other values)

    e) Ingame console > type: connect 0.0.0.0 > wait some seconds >type: disconnect > Check server browser

    issue seems to have resolved itself however i sometimes experience random dropouts on ibis server. anyone else have this issue? I have a Billion BiPAC 7800NXL router. Can anyone recommend some good settings? I live in Australia on ADSL2+ with ISP TPG.
