Seems I will assume you didnt do the monitor thingy, I will just suggest to exclude ns2 from your antivirus.
Also exclude its folder.
See what happens then.
Unparking cpu's is not needed and gives next to no performance gain on a correctly installed windows.
The automatic unpark is fast enough as is.

I know this sounds crazy, but it actually happened to a user recently.
Uninstall any and all AV / malware programs.
Sometimes it seems that disabling their real time protection OR whitelisting was not enough, for certain apps.
Uninstalling fixed it for one user, so basically at this point.... it's worth trying.
@IronHorse So your crazy idea worked.
Bitdefender 2011 had to be uninstalled, as apposed to simply stopped.
Frames now hitting over 150fps.
To everyone still involved in this thread, it seems bitdefender is a stubborn av. If you tell it to whitelist/turn off all its services or even ad exclusions, it still scans certain things in real time (in this case information on a frame by frame basis).
Running Bitdefender 2011, this appears to be unavoidable, and will affect performance.
Edit - So after a bit of investigation, I have found that you can still have bd 2011 running and maintain your frame rates. You not only need to white list the game from bds "real time protection" but also bds "active virus control".
It might be a good idea for a list to be made detailing certain av's which are confirmed to affect this games performance.
A thank you to everyone who helped in this matter, you saved me wasting a lot of money. Awesomes to all of you.
Glad you're able to run the game at a great speed now! I run BitDefender 2014 and have no issues, so sounds like it's the 2011 edition that's being overly silly. I do agree with you though that it's stubborn. Good, but stubborn.
p.s. Hopefully we will have NS2 signed pretty soon... though I am unsure if that would help in this particular case (you whitelisted all the files involved, right?)

After a little bit of article searching, I have found a way for bd 2011 to co-operate with ns2.
I originally white listed ns2 from bds "real time virus protection" to no avail.
However under advanced settings, you can white list ns2 from something called "active virus control". So I've re-installed bd and have successfully got ns2 working at full frame rates while still holding onto my favorite av.

Why can't every tech support user be like you?
90% of the time I have to pull teeth just to get a techsupport.zip file and explain how NS2 cannot be compared to the source engine, which they are quick to say runs fine on their toaster PC.

I'll edit my post to reflect these findings.
