Hey guys, came a bit late to the chat! I've been using one of these servers for some projects lately. Not sure if you're still looking a server with a dedicated tariff, but in my experience they've been reliable and fast I'm using an AMD Opteron 6338P with 12 Cores at 2.3 GHz.
That'd run NS2 well below the system requirements from what I've observed @ 24 players. Which is about a 4790k @ 4.0ghz (without turbo).
Yeah those 1&1 amd dual cores could be too weak, try to get a cpu (sigle core perf wise) better or equal to the i5-2500K if you want to host 24 slot - instances without having to worry about performance issue.
