I plan on building a new computer, and I wanted to ask:
Will an Intel i5-4460 and an AMD Radeon HD 6970 run (the Linux version of) the game maxed-out at 1920x1080/1080p at at least 60 frames per second?

You may not be able to run ambient occlusion on full at maintain above 60fps at all times, but should be good to have everything else on full. CPU is fine. Your video card would be the weak link in this setup.
I average 80-120fps+ at all times with everything maxed @ 1920x1080 and NS2 at high process priority. Video card was expensive (around $400) but it made a huge difference. Going into the $200+ range for your video card will give you a better bet at maxing everything out and maintaining at least 60fps at all times. From what I recall, the OpenGL renderer has generally lower fps than its DirectX 9 counterpart due to less development time/refinement so that's also something to consider.
TL;DR, that setup should do everything maxed above 60fps constant minus ambient occlusion.

Are the i5 4600k's similar to the 2500k with maybe 5% more efficiency? If so that CPU should have the power if you turbomode it and the AMD/ATI 6900 series could potentially gobble up NS2 without ambient occ as @aeroripper said. But like my rig (HD5970/2500k 4.5jiggawatt), it does dip to ~50FPS in very high action scenes. I would guess dipping to 50+ fps is possible if the 6900series can gain 5to10FPs more due to being newer. I'm running on 1600x900 windowed mode btw (not a FullHD monitor, I got two of those 16:10 oddballs )
But it's also to some extent dependent on the server ticks, if they are good it should be possible if my guestimations are correct

Beyond a certain level, the bottleneck moves over to the GPU for the game and the CPU isn't as prominent. The 2500k to 4600k sounds about right, as I think the big thing was the maxwell cores were more energy efficient.

You may want to consider a dual boot setup instead of running just Linux, if high FPS is what you are after.
There's work being done on the Linux side of things, but it just isn't equal as of right now.
