Very low Frame rate since update

Hi guys,
Since downloading the most recent update yesterday my FPS has been stuck around 20-22 FPS. Even before I launch a game save it is staying at 20 FPS.
I have no big bases and I loaded a new game due to the update.
I have noticed that when I mouse out of the game window the frame rate instantly returns to 100 FPS until I mouse into the game again and it hits 20fps again quickly.
My specs:
Windows 10
I7 4790k
GTX 970 x 2 in SLi
16gb RAM
500 GB SSD and 2 TB HDD - game installed on the HDD
