can't install mods

whenever I try to connect to a server, mods don't even start downloading - it goes from "getting info [retry 1]" straight to "getting info [retry 2]".

I have tried
ipconfig /flushdns
deleting workshop folder with everything de-activated
changing download location in steam
running ns2 as admin

any other ideas? legit can't play the game
