F8 gives error message [26519]

When I press F8 I get the "Oh no!!" error message. I have seen another report about this and the answer was:
"This will happen when Subnautica can't contact Steam, for whatever reason. Steam could go down, your ISP's connection...lots of things
Give it an hour and try again."
I have given it a whole day, I am not playing offline, my connection is fine and I still get this error.
This also prevents me from activating the console since the workaround for that included opening the feedback menu.
Any help?
