[Bug report] Com upgrade bar not sync with server

Hi,

I was commanding marine yesterday and found out that the research bar on the left of the screen as a commander is not sync with the real state of the research. Seems like it is statically increase over time and not over the server state.

Reproduction: As a commander: start an upgrade, wait until 50%+ of the research time, leave the com chair, get in again.

    We've known about these issues for a while, the same thing happens for Alien commander if you get out of the Hive/CC and then log back in, they will be reset.
