I'm pretty sure they are focussing on first person... hence no max payne games.
Max Payne 3 is listed in the tags but not the article. Horrible game anyway. It's a terrible Max Payne and a terrible shooter both.
No third-person is a pretty dumb restriction though. Third person shooters are identical in every way that matters, which is why the genre is often just called "shooters" to include them.
I'm talking about cs, not csgo. Anyway, I've been playing csgo for some years now and never noticed any hit reg issues. With ns2 of course, that's the first thing most people notice, after the hour-long load times.

Although I personally rate NS2 as my favorite FPS of all time (not joking)
- Duke Nukem - Because I like to kick ass and chew bubble gum, but I'm always outta bubble gum
- Unreal Tournament - Arguably one of the best arena fps ever, even today
- Halo - Don't tell me that sh*t didn't blow your mind when you first played
- Half-Life 1 - What really moved the fps genre into what it is today (and made possible ns1)
- NS1 - No explanation needed

Halo literally did nothing for me, I played #1 and felt nothing... halo 2 got me, multiplayer halo 2 was the first FPS experience I had that I enjoyed (other than AvP on PC (the original, not the new aged crap)
Half-Life 1, I genuinely hated.
NS1, I never had the privilege of playing.
Nope, I have played recently. But what most people who played this game first noticed was the long load time. It's improved 3 years later, for sure, but too little too late.
Anyways, the reason I like NS2 as an FPS, in spite of the hitreg issues. Is that it is the only game on the market right now, that really captures the spirit of high precision tracking hitscan weapons.
You have your quake and clones, with the lightning guns, but usually the afps scene are heavily favoring the projectile weapons. The rocket launchers, simply have better dps than the hitscan weapons. Overwatch would fall in under this catagory.
You have your CS and clones, which favor hitscan, but with really big recoil and spread and really low TTK's.
You have your CoD and clones, which I'm not too familiar with, but seem to have low TTK's as well.
NS2, is a shooter that stands alone right now in this regard. It's the only game with high TTK's, fast pace, hitscans with no bullshit recoil or other shenanigans.
You can strip the RTS elements, you can even play MvM, and it would still be a unique shooter, purely based on the gun play. The alien side only adds another dimension to the gun play.
So the hitreg issues isn't really a consideration imo, because there simply isn't any alternatives anyway.
EDIT: Some honorable mentions.
Dirty bomb is a shooter that also favors hitscan weapons with low recoil, high ttk's and fast pace (if you factor in heals and revives). It even has very interesting projectiles in form of grenades without making it a spam fest like quake. However it has a lot of other issues.
Unvanquished, basically an opensource NS2 clone, I think actually in som ways has better gun play than NS2, however the RTS elements simply poisoned everything.
Loadout had good hitscans as well. Dead game now tho.

Its more a placebo for most players.
Like the "oh my god, the hitreg on this server is sooo bad" while it running on stable ticks without lag @ a score of 35.
With a constant score above 10 every server has the same hitreg.
And btw.
No mutliplayer title from that list has perfect hitreg cause in every game players running around with different pings and the server has to predict whats going on.
