NS2 refuses to load executable past ~32MB

the game when launched has no splash screen and never loads more ram than about 32MB of usage
i've let it sit all the way up to 45 mins and i never even get a splash screen or any screen what so ever
i've also tried a full un-install and re-install and it does the same thing
any help would be nice
