You need to understand that this is an ''in-development'' game, things land in the game as its being made. its extremely normal to witness new stuff periodically that doesnt serve any purpose yet, cant be interracted with or just doesnt make much sense at first glance! thats the beauty of playing those early-development games you get to see everything shape up in front of your eyes before its finished.
At some point the radio relay thing is going to be complete and it will make sense as to what its purpose is, just like everything else for that matter. If you are the kind of person that cannot wait to see something finished and need a final, polished product right off the bat, then maybe early-access games arent there for you.
The important thing to get here is that im not flaming you in any way, you have the right to ask questions as to the ''hows'' and ''whys'' and ''whens'' of things, im just trying to explain that unfinished new things being implemented on regular basis is something to be expected fairly often in an early-access game.
