Strange bug.

I have a bug or some oddity with subnautica developer build 30230, march 2016.
So my original native scree resolution is 1080p, however I installed a new video card recently and I got a VGA-DVI adapter that changed the native resolution to 768p. But the specifications are enough that I play games at 1080p rather than 768.
But on the input screen you get before loading I change to 1080p but it reverts to 768p, and there is no .ini file to change this. I would change it in the settings but there is only audio options. So I tried to use the f3 menu. When I click 1920x1080
A. The resolution doesn't change
B.The screen literally changes to a neon green, with a black shape in the middle, looks like a square but why would i measure its dimensions? However I could still move during this, I just can not see what I am doing. I have tried yo force it into 1080p from the steam menu, but that doesn't work. I have also tried re installing the game and verifying integrity of game cache, no change.
I tried to force it into direct 3d 9, which it did, but it didn't help. When I change it to a different resolution from the f3 menu it works. Are there any current possible solutions to this?
