Weird mouse problem with game

I didn't want to put this under the bug forum as I think this may just be a problem with my end of things and not the game itself.
Lately (and with all steam games, not just subnautica) my mouse has been misbehaving. It doesn't anchor itself to the game window. Meaning say I'm swimming about and I see something to my right. If I'm not careful my mouse ends up clicking an icon on my desktop (instead of staying anchored to the game window)
Also the menu bar atop (where you have your min, max and close icons) constantly flashes like its having a seizure and the close out X icon is highlighted as if I'm hovering about it (but I'm not)
Anyone else have this problem and/or any idea whats going on?
I'm currently running windows 10 on a custom laptop (the touchpad is disabled)
All my mouse drivers are up to date ( as per driver talent pro)
I'm using a logitec wireless mouse and both the optical sensor and the battery life are good.

I don't know how Win10 handle the active window but I don't think it will be much different from Win7.
It seems your active game window is not the main process of your computer. Maybe a background process overlapped it. Also the flickering icons are a sign of that.
You can try to disable unnecessary background apps. Priority third party apps. If that does not help and the issue will be always there its seems a problem with your hardware or OS itself.
In the case of issues with the OS I think it time for a try to repair it or a complete new install.
