floating platform and or a widow watch?

Can we implement a floating platform or a widow watch into the game? basically an above water platform and or watchtower that can be used to spot things outside of the water? the multiform can be put at waterline, but the waves interfere with seeing through windows and making things out, Diver Dan can't keep his head above water, so could we have a chance to have a building platform that allows us to build higher than sea level?
