add Smaller Exterior Grow bed

We have Small versions of the Interior Grow Bed (Plant Pot, Plant Shelf) but no Small versions of the Exterior Grow Bed. Having small versions would open up some options for decorating a sea base, as well as allow some small plot farming. It could be useful in cave systems, too, where large beds can't be built.

    I'd love to have an exterior plant pot!
    I'd plant a whole line of Purple Brain Coral from one base to another, so I'd never have to come up for oxygen. Or just plant them randomly around the ocean. Maybe even use them in wrecks, so I don't have to continually leave the wreck for oxygen.
